Sunsari, October 29, 2026 — Rastriya Prajatantra Party (RPP) chief whip Khusbu Oli has questioned the government over its failure to fulfil commitments made to the families of people killed during the Kaptaanganj incident in Devanaganj Rural Municipality, Sunsari.
Oli raised the issue after visiting the area and speaking with local residents and bereaved families.
The incident occurred on the night of Shrawan 10 in Kaptaanganj, Ward 3 of Devanaganj Rural Municipality, when a dispute between two communities escalated. The situation became uncontrollable after people on both sides allegedly used locally available weapons, sticks and stones. A local youth was killed by police gunfire.
Including a person who died during treatment after being injured in the incident, three people lost their lives.
Oli said she had listened to the pain, grievances and demands for justice expressed by the victims’ families during her interaction with them.
In a social media post, she said the government had organised a religious harmony rally following the incident and pledged to ensure employment opportunities for a member of each deceased person’s family. However, she said three months had passed without the commitments being implemented.

During the unrest, the Sunsari District Administration Office imposed a curfew in Devanaganj and Harinagar rural municipalities after the situation threatened to spiral out of control. As the security situation became more sensitive, the Nepal Army was deployed for patrols, including with an armoured vehicle.
The government subsequently recalled the chief district officer, a deputy inspector general and the district police chief, citing shortcomings in handling the incident, and deployed new security commanders.
After the situation was brought under control, prominent local figures, political parties and civil society groups organised rallies to promote social and ethnic harmony and prevent further communal violence. The federal government and Koshi Province government also convened all-party meetings and held discussions with affected families and local leaders.
The agreements included providing Rs 1 million from the Government of Nepal to the family of each deceased person. The government also agreed to make necessary efforts to provide employment to one eligible member of each family.
Other commitments included transporting the bodies to Ward 3 of Devanaganj Rural Municipality by Nepal Army helicopter for funeral rites and promptly advancing an impartial and effective investigation, followed by legal action against those found responsible.
Oli questioned whether these commitments were being implemented. She argued that providing financial assistance and describing the bereaved as martyr families was insufficient, particularly as the families had yet to receive martyr identity cards.
She called for the immediate publication of the report prepared by the commission formed to investigate the incident and for legal action against those responsible.
According to Oli, the families continue to ask the government why its assurances have not been fulfilled and why those responsible for the deaths have not been identified and prosecuted.
She urged the government to address the families’ demands for justice and the underlying causes and consequences of the incident.
