Supreme Court begins hearing on Hitendradev Shakya’s plea for reinstatement

Kathmandu, September 23, 2026 — The Supreme Court has begun hearing a writ petition filed by former Nepal Electricity Authority Executive Director Hitendradev Shakya, who has sought reinstatement to his previous post.

The writ has been listed before a single bench of Supreme Court Justice Kumar Regmi.

Shakya was appointed executive director of the Nepal Electricity Authority under a Cabinet decision dated March 24, 2025.

After the government decided to remove him from the post on September 21, 2025, Shakya had previously filed a writ petition at the Supreme Court.

Hearing that petition, the Supreme Court on December 8, 2025, annulled the government’s decision and issued a mandamus ordering Shakya’s reinstatement as executive director.

He was subsequently reinstated in accordance with the court’s order and had been carrying out his duties regularly.

Shakya was later removed from the post again following the government’s issuance of the “Ordinance on Special Provisions Regarding the Removal of Public Office Holders, 2083.”

Under the provisions of the ordinance issued by the government led by Balendra Shah, Shakya was informed that he had automatically ceased to hold the post effective May 2, 2026.

The ordinance has since become inactive.

Shakya has again approached the Supreme Court, seeking justice on the grounds that he has not been reinstated to his previous post even after the ordinance became inactive.
