Nepali Congress factions set different nomination fees for 15th general convention

Kathmandu, September 28, 2026 — The two factions of the Nepali Congress led by party president Gagan Thapa and former president Sher Bahadur Deuba have set different nomination fees as they separately prepare for the party’s 15th General Convention.

The Thapa-led party, whose leadership was elected through a special general convention, has set the nomination fee for central president at Rs 40,000. Candidates for central vice president and general secretary must pay Rs 30,000, while the fee is Rs 20,000 for joint general secretary and Rs 11,000 for central member.

The Deuba-led faction, meanwhile, has set lower fees in its election directive. Candidates for central president must pay Rs 30,000, while the fees for vice president and general secretary are Rs 25,000, joint general secretary Rs 20,000, and central member Rs 10,000.

The difference is Rs 10,000 for the central president, Rs 5,000 for vice president and general secretary, and Rs 1,000 for central member. Both factions have set the fee for joint general secretary at Rs 20,000.

The two groups have also set different fees for lower-level positions.

Under the Thapa-led convention, the nomination fee is Rs 20,000 for provincial president, Rs 15,000 for district president, Rs 10,000 for House of Representatives constituency president, and Rs 7,000 for provincial assembly constituency president.

The Deuba faction has set the corresponding fees at Rs 10,000 for provincial president, Rs 5,000 for district president, Rs 3,500 for House of Representatives constituency president, and Rs 2,500 for provincial assembly constituency president.

At the local level, the Thapa-led convention has set the fee at Rs 1,000 for ward president, Rs 5,000 for rural municipality and municipality presidents, and Rs 7,000 for sub-metropolitan and metropolitan city presidents.

The Deuba faction has set the fee at Rs 250 for ward president, Rs 1,000 for rural municipality president, Rs 2,000 for municipality president, and Rs 2,500 for sub-metropolitan and metropolitan city presidents.
