Land transactions restricted in eight Kavrepalanchok local units over incomplete classification

Kavrepalanchok, November 4, 2026 — Residents of eight local units in Kavrepalanchok district have been unable to access most land transaction services since the beginning of the current fiscal year because the local governments have failed to complete mandatory land classification.

Only five of the district’s 13 local units have completed the classification process within the prescribed deadline, according to the Land Revenue Office in Dhulikhel. The local units that completed the task are Temal, Roshi, Panauti, Mandan Deupur and Bethanchok.

As a result, residents of the remaining eight local units have been unable to carry out land transactions through the Survey Office and Land Revenue Office, except for property partition transactions.

The Land Use Act, 2019 (2076 BS), and the third amendment to the Land Use Regulations, 2022 (2079 BS), require local governments to classify land within their respective jurisdictions. The deadline for completing the process had been extended several times, with the latest deadline set for the end of Ashar under the third amendment.

The regulations provide that services such as land subdivision and ownership transfer may be affected in local units that fail to complete classification within the deadline.

Ashok Kumar Bhusal, chief of the Survey Office, said residents had been facing restrictions since July 17, the beginning of the current fiscal year, because the concerned local governments had failed to classify land for the past three years. He said people in eight local units that missed the end-of-Ashar deadline were unable to access the affected services.
